Apparently local councils in Japan originally decorated manhole covers to sweeten the bitter pill of taxation. That's fairly hard to believe, as you'd think most people would be reasonably happy to fund a modern plumbing system.

But then maybe these colourful designs were the only thing preventing local citizens from storming town hall.

Artist Remo Camerota has a great book about the odd tradition, aptly named Drainspotting.
