With the U.S. Powerball having recently hit a $1 billion cashpot, upcoming documentary Out Of Luck is a pertinent examination of the lottery as Americans know it today.
The film takes aim at how the lottery over decades has grown to become a huge profit making enterprise that all too often exploits the poor, under-educated and addiction-prone. It questions the ethics of state goverments using gambling to plug budget shortfalls in lieu of tax rises or spending cuts- plus if the money really goes to benefit public services as is aggressively advertised.
We meet lottery players across the U.S. to see how important the game can be to their lives and what it means for the American Dream.
